A machine can not be built if you do not have all the parts to hand. A missing part or two can hold up the entire project. Without fasteners nothing will stay together. Whether fabricated or purchased, each component needs to be available when needed.
Although it is ideal to have every component delivered before starting to assemble, that is not always possible.
